SEO - When naming writing titles and descriptions, what are the rules?

Is the rule that a word should not repeat in a description if it is written in the title? Also does it have to do with single words or single terms (so a 2 word term). Also what is the rule with using plural words as well. Need major help, college students trying to learn here, please help!
