You can't call the police. He has not broken any laws. Honestly, your mother should just throw him out, but given your heritage, I doubt she will. Your father also may be very insecure about his lack of English skills. But, if your mom has gotten him jobs and he has refused them, well it sounds like there is more. He may be suffering from depression because of the move. He probably moved here to give you and your sister a better life, but he is not adjusting very well. Remember, he did this for you guys. Try to cut him a little slack and be more understanding. Is it possible for him to get a job where there are other people who speak his language? I know where I live almost all of the gas stations are Arab-owned and he might feel more comfortable working where he shares a common culture or language with others. Also, see if you can find out about English cles for your dad to take. They usually offer them for free or really cheap and in the evening. This may give him the confidence to branch out.
