What should we do about these kids?

You should call the police.. but like I posted when you asked this before, it is almost certain your friend is not telling you the whole truth. If he wasn't doing anything wrong, then he shouldn't be afraid. It is not illegal for him to go to the park so the law would back him up. However... it sounds very fishy. I doubt your friend is being truthful.
