What are the Laws & Regulations concerning distributing medications at a transitional home?

I am currently living at a group transitional house in Minneapolis, MN. Until this weekend, medications were distributed according to the prescription and the prescribing doctor's instructions. Now they say that all medications must be taken before 6 am, and if they are not taken by 6 am, they shall not be given that day. Obviously this is wrong and most likely illegal, I am asking for specific ordinances and regulations.
