I hv Higher Diploma in Textile Tech+PGDBA(Retail Mgmt)+9 yr exp in India.Can i get a job in SINGAPORE?

I came across ads in DB where they mention PR/Citizens.Then why is the government issuing EPEC?What are the chances of me getting a job in RETAIL - BUYING/MERCHANDISING POSITIONS IN DEPARTMENTAL STORES/HYPERMARKETS LIKE IKEA,CARREFOUR ETC if i come down to Singapore?Pl. advise.
